Divided Waco ISD board appoints Everett Phipps to fill board vacancy
After a weekslong deadlock, Waco ISD board of trustees decided by a split vote to appoint Everett Phipps to the at-large seat that Keith Guillory is vacating. Phipps is a Waco ISD parent who works at Insurors of Texas.
