After a weekslong deadlock, Waco ISD board of trustees decided by a split vote to appoint Everett Phipps to the at-large seat that Keith Guillory is vacating. Phipps is a Waco ISD parent who works at Insurors of Texas.

The board could either call a special election by Feb. 21 or appoint a replacement within 180 days. But any special election would have to be called before the next regular board meeting Feb. 26.
